Adult Civil Citation is an innovative, pre-arrest alternative, providing accountability, responsibility and effective diversion strategies to first time, non-serious delinquent acts, while promoting cost savings and public safety, without a criminal record.

2) Maximize officer patrol time, increasing public safety;
3) Provide opportunity for limited criminal justice resources to focus on serious criminal acts;
4) Provide a smart and effective cost savings to communities;
5) Reduce the number of adults processed through the criminal justice system;
6) Complete assigned community service hours;
7) Provide full assessment to address risks and needs for appropriate services;
When a situation occurs in which law enforcement officers are called to investigate, it is then that law enforcement officers determine if an individual is appropriate for the program. Following an officer’s investigation into the case, if the officer believes the case rises to the probable cause level, the officer will advise the individual of their Miranda rights. At this time, if the individual provides an admission of guilt and is cooperating with law enforcement, the officer has the discretion to discuss participation in the Adult Civil Citation with the individual.
Participation in the program is always on a voluntary basis. The choice to NOT participate would mean law enforcement issuing a Notice To Appear (NTA). Should an individual not comply with arrangements for and NTA, an arrest affidavit and warrant will be submitted.
The law enforcement agency requires officers to provide written documentation as to why the Adult Civil Citation program was not offered to an individual for an eligible offense. This information will be tracked and classified for evaluation purposes and to be included in quarterly reports.
Specific criteria was brought before a law enforcement committee, made up of the participating law enforcements agencies and local provider/s. This committee discussed and deliberated the initial eligible offenses that would qualify for participation in the program. This committee continues to to meet on a regular basis to discuss any necessary changes based upon data driven outcomes.
