E xperience from developing and establishing the Juvenile Civil Citation process over 17 years ago has established the following components of the Adult Civil Citation process. Officer Discretion

Law enforcement officers investigate the incident and determine any existence of probable cause. They advise the offender of their Miranda Warnings. Eligibility is determined at the officer’s discretion if an offender is offered a Civil Citation in lieu of arrest.

Eligibility Verification System (EVS)

The online Eligibility Verification System allows law enforcement officers to search previously issued Adult Civil Citations using uniquely identifying information from any PC, laptop or mobile device.

Screening and Individual Diversion Plan

The Civil Citation Network provides access to some of the most current, state-of-the-art screening and assessment practices and instruments to help case managers and staff determine individuals with co-occurring disorders involved in the program.

Community Service

Community service hours, assigned by law enforcement and Case Managers, holds the offender accountable for their wrongful actions, responsible to the community they have wronged, and learn what it means to give back.

Drug Screening

A drug screen alone indicates only that a substance or its metabolite is present at or above the established concentration cutoff level in the screen specimen; it does not differentiate between occasional use, abuse or dependence.

Counseling

Three individual counseling sessions will address a client’s motivation to change, provide incentives for them to remain abstinent, modify their attitudes and behaviors related to drug abuse, and increase their life skills to handle stressful circumstances.

Participation Agreement

As part of the overall consent packet for program participation, the participant understand they have voluntarily agreed to participate in the program and has read, understands and agrees to follow all program rules while participating in the program.

Payment

Assessed fees, as part of an individual’s sanctions to successful completion, are due upon the first scheduled appointment.Should an individual not have the means to make a payment in full, payments may be established that both the individual and provider agree to.

What’s included→

Program Completion

Participants will terminate form the program by either successful or unsuccessful completion records. Participants will read, understand, and agree to the requirements for successful completion prior to initial enrollment.

Program Evaluation

It will be necessary to conduct both a process evaluation and an outcome evaluation to adequately document implementation, fidelity and offender outcomes that can, in turn, be used to determine the cost effectiveness of the program.
